BHILWARA MODEL OF COVID-19: AN ADMINISTRATIVE AND SCIENTIFIC PURVIEW

Abstract
Restriction of the transmission of infectious diseases is an elementary
rationale of administrative machinery and most important is to prevent
the spread by ameliorating techniques incorporating facilitation of
screening, counseling and education of those who are at risk of
infection. Bhilwara, a district in the state of Rajasthan, India, was busy
and engrossed in routine affairs as a textile city till mid of March, 2020
and was totally oblivious of a concealed foe who was nearly and
almost to thump the city mutely. The enemy walloped the city and
what had emerged out was like a wobble in the lives of denizens. On
20th March 2020, this small city was apprehended to be “Indian
epicentre” of outbreak for global pandemic COVID-19. This
flabbergasted everybody and the country was to attain its most appalling consternation. The
present paper efforted to reveal specific information that how this “textile city” has
conquered the skirmish with an infection having gargantuan threat with the assistance of
district administration, especially “police personnel” of Bhilwara, Rajasthan. The paper tried
to reveal the famous “3C Bhilwara model” with an administrative and scientific purview. In
order to contain the infection of COVID-19, the “3C Bhilwara Model” included containment,
coordination and care. Containment incorporated isolation of the district from surrounding
districts, coordination included close management of all stakeholders, strict isolation of the
pandemic epicentre and buffer zones, and regular disinfection of containment and buffer zone
and care included the tracking and tracing of COVID-19 patients and their possible contacts
for screening, testing and geographical cluster mapping. Police personnel were on “a tight
rein” and action was “closely controlled, disciplined, organized, uncompromising, and austere” and in tandem “compassionate and empathetic”. Action can be explained on the basis of execution of effective isolation strategy, rapid action tracking, tracing and quarantine; communication which was soft, rapid and effective; focused strategy; close coordination of all stakeholders; public support and effectual supplies of essentials. During the “effective working phase” of administration involving police personnel, the “no movement time” was handled in a way that was admirable. The process of dealing with people was well-organized, competent and incessant. Triumph of “well organized, methodical and systematic 3C Bhilwara model” was judged by halting of infection, wide appreciation by general public of Bhilwara, and electronic and print media. This model was built basically on the scaffolding of efficacious and constructive strategy with stalwart and entrusted management.
